    Summary: The Housing Navigator is responsible for working closely with prospective property owners and managers to create and maintain housing opportunities for households that are experiencing homelessness. They will also conduct outreach and provide educational information regarding subsidies, security deposit assistance, supporting the property owner/manager from a single point of contact, and cost savings via tenant turnover. Duties include securing income documentation, calculating client rent allocations, and crisis intervention. This position is primarily field-based and the housing navigators need to have good time management skills. The goal would be to assist in creating a Housing Stability Plan (HSP), administer assessment tools, and streamline program participants to permanent housing and needed services.

    Reports To: Executive Director and Office Manager

    Responsibilities (to be performed with or without reasonable accommodation):

    Outreach to community, business owners, realtors, landlords, housing developers and other service providers to identify new and existing leasing opportunities and build strong relationships to better assist clients in accessing housing.
    Maintain a Housing Directory which should at minimum include documentation of all contacts with housing providers including corporation name if applicable, name of contact, address, phone, date of contact and results of contact.
    Maintain positive landlord relationships and address needs to ensure continued partnership on behalf of clients.
    Provide housing availability to the agency’s team in an efficient and timely manner.
    Assist individuals in navigating shelter and diversion requests, including providing information and facilitating referrals to other agencies and resources. This includes maintaining an updated knowledge base of local shelters and other resources.
    Conduct intake and orientation with participants new to our Housing Programs, and clearly explain program requirements and eligibility criteria.
    Assist participants in clarifying housing goals, completing rental applications, and establishing residence in the community.
    Assist participants as needed during their move into housing. Such assistance may include viewing of potential apartments, organizing donated furnishings, coordinating movers, and coordinating transportation.
    Assist participants in applying for long-term/permanent housing subsidy programs.
    Prepares rental agreements and related documents and conducts move-in signings and orientations with prospective tenants.
    Maintain documentation of leases, housing contacts and other pertinent information in accordance with organization and best standard practice, and file required documents in participant files.
    Conduct housing inspections including move-in/out inspections, quarterly inspections, and as-needed inspections.
    Coordinate turnover of leased units for new occupants which may include arranging for item removal, cleaning, and repairs
    Report maintenance requests from tenants and from observations made during inspections.
    Clearly and consistently communicate with the Case Manager about the needs, experience, and observations of program participants and ways to improve the program to support participant success.
    Report tenant violations and collaborate with PADS staff and other applicable supports in resolving tenant issues.
    Participate in agency and staff team meetings as directed by supervisor.
    Other duties as assigned by supervisor.

    Minimum Qualifications:

    Bachelor’s degree in Business, Social Service, Behavioral Science, Family and Human Services or related field, or three years combined education and experience related to the responsibilities of the position.
    Experience relating to or assisting individuals with mental illness is preferred. Preference to candidates with property management/real estate experience, and/or experience with supported housing or residential programs.
    Must have current and valid Illinois driver’s license and proof of insurance.
