Joliet Junior College (JJC) president Dr. Clyne Namuo joined Gov. JB Pritzker and other state leaders in Chicago as the Illinois Dual Credit Quality Act (HB 2967) was signed. This legislation focuses on establishing clear guidelines and requirements for partnerships between school districts and postsecondary institutions, particularly community colleges, to ensure the rigor and relevance of dual credit programs.
Dr. Namuo was joined by Dr. Lori Suddick, College of Lake County president and Dr. Peggy Heinrich, Elgin Community College president to represent the Illinois Community College Presidents Council.
“There were so many advocates that made this happen, and we’re grateful to the co-sponsors of the bill and the legislators who supported it,” Dr. Namuo said. “Today’s bill signing ensures access to dual credit opportunities, builds a strong pathway for students, and most importantly, will impact thousands of lives through the gift of education.”
Joliet Junior College established itself as a statewide leader in dual credit enrollment when it introduced 12x12x12, an aggressive dual-credit initiative envisioned by Dr. Namuo. The initiative encourages the 40,000 high school students in Illinois Community College District 525 to earn 12 college credits for $12 per credit hour by 12th grade.
JJC further asserted its impact in higher ed accessibility when it reported a record 23.93% increase in dual credit enrollment hours in fall 2023 compared to fall 2022 and another 10.94% increase in fall 2024 compared to fall 2023.
